There's a radiator under the window. Does that rule anything out?
It rules out anything that hangs to the floor and traps the heat, which mostly means long drapery. A sill-length shade or a shutter that stops at the sill works fine and will not cook itself. We see it constantly in older houses — it is a normal constraint, not a problem.
